MONITORING AND EVALUATION APPROACH
Our Monitoring and Evaluation team is made up of people from multidiscipline based on the nature of the work. We have both national and international partners that we work with to ensure quality delivery.
Evaluation Tasks
The evaluation will involve the acquisition of relevant information on the project, its activities, outputs, progress, and outcomes that meet the specified objectives of the evaluation. The tasks, in an approximate but overlapping sequence, will include:
1. Preparation of an inception report. This will outline the team’s understanding of the project and evaluation, as well as the approach to be taken;
2. Examination and review of relevant documents and information. This will be done through literature surveys, Internet searches, and examination of project and program documents that have kept track of plans, outputs, resource usage, and progress on the program’s activities;
3. Visits to project sites: This will be done in order to obtain a physical perspective of each site and verification of the extent of progress that has been made;
4. Interviews with stakeholders. The project has many stakeholders all of whom are valuable sources of information and opinion. The team will endeavour to visit and interview all of the key stakeholders (institutions, groups and individuals) so as to gain information that contributes to answering the evaluation questions that have been posed in the TOR. Templates, based on project outputs and TOR evaluation questioners will be used to target and guide interviews with stakeholders. Some interviews are conducted one-on-one, whereas others might require group meetings;
5. Integration of information. This will involve an integration of all information gathered from documents, site visits, and interviews so as to obtain a best picture of the situation regarding each of the attributes specified in the evaluation’s categories of project progress. It will include examination of project processes, project governance and management, project outputs, and signs of achievement of anticipated outcomes;
6. Preparation of a draft report and presentation – this will involve integrating all information into a draft document that, as far as is possible, provides quantitative and qualitative answers to the questions posed in the TOR document;
7. Follow up activities from review. As a result of the review, there may be follow up activities (e.g. documentation, interviews, visits etc.) that address any of the comments that might arise;
8. Preparation and submission of final draft report. A final draft that addresses and incorporates comments from the stakeholders will be submitted to the contracting party.
